US Lawmakers Try Again for PBM, Drug Pricing Changes: Explained

Lawmakers are using a government funding bill to again attempt a revamp to pharmacy benefit manager regulation.

Pharmacy benefit managers—who implement prescription drug benefits for insurers, negotiate rebates with drug manufacturers, and reimburse pharmacies for dispensed drugs—have come under increased scrutiny in Congress over practices some argue are driving up costs.

While efforts to rein in PBMs have long been bipartisan, Congress has yet to get legislation through to the president’s desk. Now, proposals to delink PBM compensation from drug prices and impose transparency requirements are riding on an appropriations package that also funds the Health and Human Services Department. ...
