A bipartisan pair of senators is proposing a new measure to ban members of Congress and their immediate family from trading stocks, the latest in an effort that has floundered for years.

Sens. Kirsten Gillibrand (D-N.Y.) and Ashley Moody (R-Fla.) announced the bipartisan Restore Trust in Congress Act Thursday. The bill adds bipartisan momentum to an initiative that’s meant to address concerns lawmakers could trade and profit off nonpublic information, but it comes as a related proposal is hitting divisions on the other side of the Capitol.
