Congress has just two weeks to find agreement on one of the most politically divisive issues of the moment: immigration enforcement.

All eyes are on the House after the Senate passed a last-minute funding package with five-bill appropriations bills and a two-week continuing resolution for the Department of Homeland Security. Senators jammed the other chamber, which isn’t returning to Washington until two days after the shutdown deadline passed.

As long as the House can quickly pass the funding legislation this week, the partial shutdown will have minimal impact on government functions. Speaker Mike Johnson (R-La.) isn’t worried the House ...
