The Senate battleground campaigns that will determine who’s in charge of the chamber next year operate on multimillion-dollar budgets with staff, consultants, volunteers, a candidate and a message to manage.

Somebody has to run them.

The decision on who that is becomes even more crucial in the uphill, down-to-the-wire races where any slight advantage might help pull undecided voters over the line.
