House Blocks Limits on Strikes Against Venezuela for Second Time

The House on Wednesday defeated a pair of resolutions that sought to block any military action against Venezuela without a declaration of war or congressional authorization.

Wednesday’s 211-213 vote on H. Con. Res 64 comes amid growing bipartisan concern over the lack of clarity over President Donald Trump’s strategy towards Venezuela and fears that at least one strike against a drug-running boat in the Caribbean on Sept. 2 could amount to a war crime.
