The House returns from spring recess this week with planned votes on an aviation safety bill spurred by last year’s deadly collision over the Potomac River and the renewal of controversial surveillance powers set to expire April 20.

Lawmakers are scheduled to vote on an 18-month extension of Foreign Intelligence Surveillance Act authorities, as well as three bills modifying emissions limits and environmental reviews under the Clean Air Act.

The House Rules Committee is set to meet tomorrow to set the terms of floor debate on those measures, which would need simple majorities for passage. GOP leaders face tight margins ...
