Federal funding has been a roller coaster of stops and starts this year, as the White House pushed for cuts, sought to redirect dollars to other priorities, and faced mounting legal challenges.

Most years, contractors and grant recipients rely on a predictable surge in spending in September, as federal officials “use it or lose it” before the fiscal year closes at the end of the month. But a late influx of dollars is not certain this year, as billions of dollars remain held up by President Donald Trump’s administration.
