One of the biggest bills of any year — the annual defense authorization — is tantalizingly close to completion. Our team’s tracking the final negotiations over a topline spending number and some non-military proposals being pushed as passengers on the must-do bill.

Roxana Tiron reports that final issues to resolve include a mandate on off-the-shelf versus custom-made technology. A Senate-authored provision would require the Pentagon to make commercial products its first choice and buy tailor-made products only when it can prove the commercial market can’t provide what’s necessary.
