BGOV Bill Analysis: Modified H.R. 4312, College Sports Rules

Federal rules governing student-athletes’ ability to profit off of their name, image, and likeness would be established under a modified version of H.R. 4312.

The bill would prohibit the NCAA and schools from restricting student-athletes from entering into name, image, and likeness — or NIL — deals, which allow individuals to profit off of their athletic status through activities such as endorsements, appearances, and autographs.

The measure also would provide the NCAA with limited liability protection from antitrust lawsuits as it establishes and enforces rules regarding athlete eligibility, compensation, team transfers, agent registration, and playing seasons.
