Virginia voters will decide today whether to allow state Democrats to revamp congressional district boundaries to maximize their party’s electoral chances.
A majority “yes” vote would pave the way for Democrats to win as many as 10 of Virginia’s 11 districts in the Nov. 3 election, four more than they hold now.
