West Virginia illegally approved a key water permit for the Mountain Valley Pipeline project, several conservation groups told the Fourth Circuit on Monday.
The state Department of Environmental Protection issued a water quality certification for the project Dec. 30 in violation of the Clean Water Act, the Sierra Club, West Virginia Rivers Coalition, and other groups argue. The pipeline threatens local water bodies and the health of local communities, the conservation groups say.
