California Bar Critics Say Major Changes Must Be Made

The California State Bar’s woes continue with another critical report from the state auditor and a push by some to force the bar to separate regulatory and disciplinary functions from its other activities.

The bar has weathered decades of criticism that cronyism and elitism have cost the organization public support and jeopardized protection of the public.

Each year the legislature must authorize the bar’s ability to collect dues, a process that gives lawmakers and the governor an unusually large say in how the 250,000-member organization functions.

Numerous legislatively ordered audits have faulted the bar for inattentive management and curious spending....
