The Biden administration is seeking billions of dollars from Congress for an emergency account to manage increases in migrant arrivals at the southern border.
The Department of Homeland Security could access the proposed $4.7 billion Southwest Border Contingency Fund to respond to “migration surges” as needed, the administration said in budget documents. The White House laid out the plans Thursday in its fiscal 2024 budget request to Congress, which includes $60.4 billion in discretionary funding for DHS overall, a small dip compared with current levels.
