American Coal, Safety Regulators Ordered to Justify Reduced Fines

A federal mine safety panel again sent a settlement agreement between American Coal Co. and mine regulators back to an administrative law judge who rejected it, saying the parties should be given 30 days to produce evidence needed to satisfy the judge.

In a legal episode that has carried on for more than eight years, the Federal Mine Safety and Health Review Commission Aug. 2 tossed out an administrative law judge’s initial decision to reject a settlement.
