The White House should finally end the confusion surrounding when research institutions will have to comply with an Obama-era overhaul of rules governing human testing and other clinical trials.
The Health and Human Services Department sent a final rule to the White House Office of Management and Budget for review June 7 that would delay the effective date of updates to the “Common Rule” until January 2019.
