Village’s Prior Appeal Stance Hands Police Chief Due Process Win

University Park, Ill., conceded that its former police chief had a protected property interest in his job and is liable for firing him without a chance to be heard, the Seventh Circuit ruled Friday.

The decision highlights the difference between conceding a legal position or argument for a limited purpose, such as an appeal focused on a separate issue, and a broader, unrestricted concession.
