Qwest to Get Refund After Paying Higher Fees Than AT&T, Sprint

Qwest Communications Co. LLC can collect a refund of fees it paid for phone access in California because local telecommunications companies improperly charged it more than rivals AT&T Mobility LLC and Sprint, a state appellate court said Tuesday.

Qwest, a long-distance carrier, first complained to the California Public Utilities Commission in 2009 that local carriers were offering discounted access to local exchange networks to certain companies while charging Qwest a higher price. Qwest completed a merger with CenturyLink in 2011.
