A Texas father wants a federal court to declare that rules governing grants to family planning providers require them to notify parents when they prescribe contraceptives for minors.
Alexander Deanda said the Title X program—the only federal program funding family planning providers—violates Texas law and parents’ constitutional and religious rights by distributing prescription contraception to minors without telling their parents.
