New York, California, the District of Columbia, and 15 other states are calling on the Fourth Circuit to preserve a ruling that allows North Carolina’s transgender employees to obtain insurance payment for gender-conforming care.
The states filed a friend of the court brief opposing North Carolina officials’ appeal of a lower court order that requires them to remove a blanket exclusion on such care from the state teachers’ employee health plan.
