CACI Wins Protest of Perspecta’s $343 Million TSA Contract

CACI Inc. showed that the Transportation Security Administration failed to adequately consider corporate experience before awarding Perspecta Enterprise Solutions LLC an information technology management and support services contract worth about $342.8 million, the GAO said.

The 2020 solicitation sought contractor support to operate and maintain TSA’s IT capabilities, design and implement TSA-directed system and infrastructure changes, and provide programmatic management, among other activities. The solicitation advised that corporate experience “is the most important factor” followed in descending order by technical feasibility and congruity, approach, and price.
