Utah Amends Virus Care Plan to Protect Against Disability Bias

Doctors and other health-care providers in Utah can no longer prioritize younger patients or those without disabilities during emergencies like Covid-19 after the state agreed to change its crisis standards of care, the HHS said Thursday.

The announcement marks the fifth deal the Department of Health and Human Services’ Office for Civil Rights has reached over alleged discrimination against disabled people during the Covid-19 pandemic.

A complaint filed by the Disability Law Center alleged Utah’s 2018 guidelines and 2020 appendix unlawfully disqualified disabled people who require daily assistance from receiving lifesaving care during a public health emergency. The assessment ...
