Trump HIV Goal Not Possible Without Obamacare, Advocates Say

Tossing Obamacare in its entirety—as the Trump team now favors—would undermine its strategy to end HIV by 2030.

Absent President Barack Obama’s signature health law, some advocates aren’t sure President Donald Trump’s HIV plan would even be possible.

The Justice Department changed its tune on the health law March 25, agreeing with a Texas judge’s decision that the entire Affordable Care Act is unconstitutional. The Justice Department previously said only parts of the law were unconstitutional.

The move could be at odds with Trump’s initiative to end the spread of HIV. Trump proposed $291 million to back the initiative. But...
