Two low-income transgender minors seeking Arizona Medicaid coverage for gender-affirming surgeries are asking a federal court in the state to certify as a class action their claims that a blanket ban on payment unlawfully discriminates against them.
There are at least 40 transgender boys who receive their health insurance through the Arizona Health Care Cost Containment System who will be denied medically necessary male chest reconstruction surgery due to the state Medicaid plan’s exclusion for “gender reassignment surgeries,” named plaintiffs D.H. and John Doe said.
