Massachusetts Moves to Replace Federal Family Planning Funds

Massachusetts would cover any cutback in federal funds to clinics that provide abortions and other reproductive services for low-income women under an emergency spending bill approved by the House March 27.

A Trump administration rule issued March 4 will curtail the federal family planning funds provided to private, non-profit health clinics nationwide that provide abortions or make referrals for abortions.

The grants are provided through Title X of the Public Health Service Act, which already prohibits the funds being used for abortion. Under the administration’s rule, organizations that offer abortions would have to do so in clinics or buildings separate...
