Drug Lab Owner, Doctor Charged in Kickback Scheme

The owner of a drug testing lab near Pittsburgh and a psychiatrist in Kentucky have been charged in an alleged kickback scheme involving more than $6.6 million in Medicare reimbursements.

William J. Hughes, owner of Universal Oral Fluid Labs in Greensburg, Pa., and Dr. Varanise C. Booker, a psychiatrist in Louisville, Ky., were indicted by a federal grand jury Feb. 21 in U.S. District Court for the Western District of Pennsylvania.

Prosecutors say Booker and Hughes entered into a written “Joint Venture Agreement” in which Booker received kickbacks for referrals of saliva drug testing and other work to the lab....
