Final Trump administration rules allowing some employers to opt out of providing health plans that cover birth control have disrupted lawsuits challenging similar temporary rules.
California, Delaware, Maryland, New York, and Virginia previously won an order blocking enforcement of interim final rules that protected employers who objected to the coverage on religious or moral grounds.
The states asked the U.S. District Court for the Northern District of California Nov. 30 to lift the order. This step will allow them to amend their complaint to add a challenge to the final rules.
