L3’s $544 Million Radar Award Materially Flawed, GAO Rules

Northrop Grumman Systems Corp.—Mission Systems demonstrated that the Navy improperly awarded L3 Technologies Inc. Communication Systems—West a $544 million contract for an aircraft-mounted jamming system, because L3’s bid didn’t comply with a material requirement, the GAO said in a decision released Thursday.

The Navy should have viewed L3’s bid as ineligible for the award because it didn’t satisfy the solicitation’s “beamforming” requirement, which involves issuing a signal at a certain strength, the Government Accountability Office said.

L3, which merely offered a “path forward” to compliance, was required to demonstrate a compliant approach in its bid, not after award, the GAO ...
