The Bureau of Ocean Energy Management said Dec. 6 it will publish a “determination of no competitive interest” that will clear the way for it to process a lease on a noncompetitive basis for a wind research facility off the coast of Virginia. The Virginia Department of Mines, Minerals and Energy proposed installing two six-megawatt wind turbines, associated cables and other equipment to test the potential for wind energy generation on the Outer Continental Shelf about 23 miles east of Virginia Beach. The bureau was obligated to solicit competitive bids but received none.
