Washington would become the 11th state to join California in requiring that automakers sell a gradually increasing percentage of zero-emissions vehicles under a bill that won final legislative approval Monday.
The measure headed to the governor’s desk (SB 5811) would mandate that zero-emissions vehicles sales become 8% of new-car sales by 2025, up from about 3% in 2020, according to an interpretation of the measure’s complex formula by an environmental group that supported the bill.
