States Take Aim at Trump’s Water Rule as Legal Jumble Expands

California, New York, and other states are heading to court to block the Trump administration’s new water jurisdiction rule, adding to a multifront legal showdown over the regulation.

The 17-state coalition filed suit Friday in U.S. District Court for the Northern District of California, saying the Navigable Waters Protection Rule violates federal law.

The Environmental Protection Agency and Army Corps of Engineers published the regulation in April, cementing the Trump administration’s view of the types of wetlands and waterways the Clean Water Act covers.
