Spain Claims It’s Protecting Coastline;
Others See Open Business at the Beach

In a move that could ban new coastal construction and require owners of existing properties to register and repair them, the Spanish government has approved companion regulations to the nation’s Coastal Act.

“This will more precisely define the coastal public domain with arrangements for its demarcation that give peace of mind to those affected in the area,” Vice President Soraya Saenz de Santamaria said.

The regulations are a companion to the nation’s Protection and Sustainable Usage of the Coastline law, which modified the 1988 Coastal Act amid opposition from Socialists, environmental groups and regional governments 36 INER 734, 6/5/13. ...
