San Francisco Bay Area Bridge Toll Increase Valid, Court Rules

San Francisco Bay Area voters validly enacted a $3 toll increase on bridges to support projects including those addressing climate change, a unanimous California appeals court ruled Monday.

The court’s rejection of the Howard Jarvis Taxpayers Association arguments sets up a likely challenge in the California Supreme Court in the continuing battle over when a two-thirds vote is required of lawmakers—and voters on a ballot initiative—and when a majority vote is sufficient. It also creates a split within the same appellate court.
