Republicans Introduce Alternative Pipeline Safety Bill (Corrected)

House Republicans are offering a counterproposal to a pipeline safety bill as the two parties fail to reach agreement on reauthorizing the federal agency with oversight over pipelines.

Rep. Fred Upton (R-Mich.), the ranking member on the House Energy and Commerce Subcommittee on Energy, introduced the Pipeline Safety Act of 2019 (H.R. 4700) on Oct. 16 as an alternative to the Safer Pipelines Act of 2019 (H.R. 3432). That bill is stalled in committee two weeks after the current authorization for the Transportation Department’s Pipeline and Hazardous Materials Safety Administration (PHMSA) expired.
