Portuguese Regulations Would Partially
Privatize Management of Water Services

MADRID—In a step toward partially privatizing the management of its water sector, the Portuguese government July 11 published a law on multi-municipal water and sewage management, and parliament issued a resolution urging regulations to clarify private property rights in the public water domain.

Decree-Law 92/2013, which the Council of Ministers first approved April 11, revokes an earlier decree (379/93), which allowed for the creation of multi-municipal systems for the capture, treatment, and distribution of water for public consumption.

The law overrides the multi-municipal system for the Grande Lisboa region, though other systems will remain intact until the regulations are published. ...
