Oregon Governor Makes Case for Cap and Trade

Oregon Gov. Kate Brown (D) recited a litany of climate-change plagues in her state-of-the-state speech Jan. 14 and said she intends to sign a cap-and-trade program into law.

“It is extremely painful to watch the effects of climate change on our communities,” Brown told the joint session of the Legislature.
