Imperial Beach is—you guessed it—a beach town and surf haven. The San Diego suburb of around 27,000 people sits right on the Pacific Ocean, and it’s this proximity that drives surf-loving tourists to the city.

Waterfront property in Imperial Beach, land that elsewhere would be prime real estate, is relatively underdeveloped. That’s because water pollution forces the city’s beaches to close roughly 200 times a year, its attorneys say.
