Industries May Avoid Strict Plantwide Caps on Emissions: EPA

Large industrial sources like power plants and factories wouldn’t automatically be subject to more stringent facilitywide emissions limits when they renew their Clean Air Act permits, the EPA says in a new draft guidance.

The EPA’s guidance, dated Thursday, is meant to clarify the conditions used to adjust “plantwide applicability limits,” which are emissions caps for all units in a facility. The EPA said the new guidance is an attempt to encourage more industries to take advantage of what it calls a “flexible permitting approach.”
