Houston Tries to Hold the Line Against Future Flooding

Houston is grappling with how to ready itself for more frequent and powerful storms as it cleans up from its third 500-year flood in the last several years. But preparing for the next storm will prove complicated for a pro-growth region reliant on property taxes and where tying policies to a changing climate is shunned.
