Federal energy regulators largely upheld a controversial December ruling that critics say favors fossil fuel generators over carbon free sources in the biggest U.S. power market.

  • FERC Chairman Neil Chatterjee said the commission would agree to clarify some parts of the changes ordered to PJM capacity market
  • New Jersey, Illinois, Maryland criticized the order, which they say will make it more difficult to meet carbon reduction goals
