EPA Sued for ‘Antiquated’ Refusal to Hear Civil Rights Complaint

Environmental advocacy groups are suing the EPA in federal district court for failing to ensure a Massachusetts community with limited English proficiency understood a state proposal for an electrical substation.

Two state entities, under an executive office that receives Environmental Protection Agency funding, didn’t provide a primarily Spanish-speaking community with translation services during the public comment process for the proposal, the complaint, filed Wednesday in U.S. District Court in the District of Massachusetts, says. The EPA violated Title VI of the Civil Rights Act by dismissing an administrative complaint airing those concerns, GreenRoots Inc. and the Conservation Law Foundation said....
