EPA Solvent Rule Bars Legitimate Business Sales, Lawsuit Argues

An EPA rule blocking consumer uses of some paint strippers would wrongly stop retailers from selling methylene chloride-based products to contractors and small businesses, solvent makers challenging the directive say.

Distributors—companies that supply goods to stores and other businesses—also could not sell paint or coating strippers with methylene chloride if even one of the businesses they sell to went on to provide those products to consumers, according to the Halogenated Solvents Industry Alliance, Inc.
