EPA Proposes to Revoke Rule Limiting
New Source Review Emissions Aggregation

The Environmental Protection Agency released a proposed rule March 30 that would revoke a Bush administration rule limiting some circumstances when the new source review provisions of the Clean Air Act apply to modifications at industrial facilities that increase emissions.

EPA proposed revoking the rule as part of its response to a petition for reconsideration from an environmental group. The agency proposed reinstating its previous policy on new source review, requiring that various projects that increase emissions at industrial facilities be considered in aggregate when determining whether new pollution controls would be required.
