EPA Failing to Act on Los Angeles, Chicago Pollution, Suit Says

The Environmental Protection Agency is failing to protect people and the environment from ozone air pollution generated by oil and natural gas industries in Los Angeles and Chicago, among other areas, according to a lawsuit filed Wednesday in a California federal court.

Areas that have ozone pollution above the standard have to submit state implementation plans to the EPA to reduce that pollution. The plans include Reasonably Available Control Technology Control Technique Guidelines, called RACT CTG. The guidelines require oil and natural gas production facilities to reduce volatile organic compound emissions that contribute to ozone.
