Energy Pipeline Agency Seeks Incentives for Safe Operators (1)

The federal authority overseeing oil and gas pipeline safety wants new ways to recognize safe operators in its ongoing effort to reduce costly pipeline incidents and accidents.

The Pipeline and Hazardous Materials Safety Administration released its proposal to Congress June 3 as legislators consider reauthorizing the agency’s pipeline safety program. The agency is asking lawmakers to authorize a potential program that would provide recognition or other non-financial incentives to pipeline operators who exceed federal safety regulations, among other requests.

The proposal would also require the agency to publish regulations on which safety requirements would apply to inactive or abandoned pipelines. ...
