Enbridge’s Minnesota Permit Approval for Line 3 Draws Appeal (1)

New litigation threatens to halt the start of an Enbridge Inc. $2.6 billion pipeline replacement project that received its final construction permit on Monday.

A lawsuit filed Monday challenged a Minnesota Pollution Control Agency Nov. 12 decision to issue what the agency claimed was its most stringent water quality certification. The certification requires Enbridge to guarantee stream restoration, protect sensitive and wild rice waters, and pay for 24 independent environmental monitors during construction.

Enbridge’s Line 3 project in part seeks to replace about 337 miles of pipeline with new, larger pipes carrying light, medium, and heavy crude oil across Minnesota. ...
