A federal appeals court vacated another permit for Dominion Energy Inc.‘s troubled $7.5 billion Atlantic Coast natural gas pipeline, citing a U.S. agency’s efforts to “fast-track” pipeline authorization for a rushed analysis of how the project would impact endangered bumblebees.
