Court Scraps Trump Claims Against California-Quebec Climate Pact

A federal judge has rebuffed two of the Trump administration’s key arguments against California’s climate agreement with Quebec.

The U.S. District Court for the Eastern District of California on Thursday rejected the federal government’s claims that the carbon-trading scheme violated a constitutional prohibition on states entering into treaties, and a prohibition on states joining compacts with foreign governments without congressional approval.

The ruling comes just days after the court held a hearing on the claims.
