Climate Bill That Caused Oregon Capitol Walkout Could Return

Oregon climate activists seeking to resurrect a bill that would have made the state the second to put a price on carbon are turning to voters, as minority Republican lawmakers threaten to stymie the measure again.

Eleven Republican state senators fled the state June 20, in the waning days of the 2019 legislative session, to deny majority Democrats a quorum as they were poised to pass House Bill 2020, calling for a cap-and-trade system to limit greenhouse gas pollution.
