Chemicals Law Used by Scientists to Seek Greenhouse Gas Cuts

Two nonprofit climate groups, along with scientists, have petitioned the EPA to use the chemicals law to restrict or phase out greenhouse gases and compel industries to remove emissions already in the atmosphere.

The petition asks the Environmental Protection Agency to use authorities granted by the 2016 Toxic Substances Control Act amendments to conclude that ongoing manufacture, processing, distribution, use, and disposal of chemicals such as methane and carbon dioxide presents an “unreasonable risk of injury to health and the environment.”

That finding requires the agency to regulate the chemicals sufficiently to reduce their unreasonable risks.
