The energy emergency proclamation could apply to any US jurisdiction for as long as 30 consecutive days, and could be renewed for as many 30-day periods as the president determines appropriate.
The bill would define consumer fuel to include gasoline, jet fuel, aviation gasoline, biofuel, home heating oil, and liquid propane used for residential heating or energy generation.
